I'm working in Finale 2014.5.  Sometimes when I go to move staves they won't move higher and there is plenty of space above them.  This happens both when the stave I want to move is on the top of the page and when it is under another system.  I've tried quitting Finale and restarting.  I've tried unlocking in case there was a lock I was unaware of.  I tried "delete page break" but there clearly wasn't a page break because that line item was unselectable.  This has happened before.  It is currently only happening on the first two pages of the score, the rest of the pages are working fine.  Thoughts?  Suggestions?  What did I do to cause this?

Your answer is in the page layout tool. Check your settings for your page margins and your system margins and space between systems.

 

Check tutorial 7. In it you should watch the video "Fitting systems on pages". As you watch this video you can see the thin lines which represent the margin settings. Starting at the top of the page, the first thin line will be the upper page margin. Now look at you first system of music. The thin line above your music is the upper margin for that system. If you drag your first system of music up, it'll stop when the thin lines touch each other. At that point you will need to adjust margins (thin lines) so you can move the first system up.

Thanks Jefferey.  I ended up going to edit system margins in the page layout tool and fixing the affected systems that way.  It's still a mystery why it happens to some staves and not to others.  An 8th wonder of the world. :-)
