Finale 26/Widows 10...  I was accustomed to the Tempo Tool in Finale 11 which allowed tempo setting for a group of measures or even for a single measure...Finale 26 is new to me, and I don't know how to determine what the tempo settings actually are, nor do I know how to alter them.

You can use Tempo Expressions to set or create tempo marks and associate them with metronome markings (in the expression Playback Tab).
