Hello, I have a document that has two layers. I want to copy something from layer one and put it into a NEW layer, 3.on the same stave. i have tried different combinations of 'show active layer' etc, but i cant do it.

If I understand you correctly, you do not want to move the music from Layer 1 to Layer 3, but rather copy the music, so that you will end up with having the same music in both Layer 1 and Layer 3 - right?
Try this command:
Edit menu > Move/Copy Layers…
I just tried it, and it works for me.
