I think you need to refresh the preference file. That's the usual fix when something goes missing.
Do you have Automatic Music Spacing turned on? Have you tried selecting all, or a section, and applying music spacing?
Also, you can grab the articulation or expression by itself. You don't NEED to grab the handle.
Have you tried restarting the computer? Recreating the Preference file?

Is this for a transposing instrument? Do you have Display in Concert Pitch selected or deselected?
You can also change layers mid-measure in simple (it's a setting in Simple Menu > Simple Entry Options.) Leading rests will automatically be entered and hidden. Leave Show Hidden Notes and Rests ch...
