I suspect you have Automatic Music Spacing turned on, in the Preferences. Once the notes are in, turn it off. Then, you can make your spacing edits without the problems.

With the Zoom tool (magnifying glass) click/hold and drag around the region. You will see a frame as you drag. When you release the mouse button, there you are.
