Tie and slur are NOT THE SAME THING. if you use a tie across two identical notes, the second will not sound. If you use a slur (smart shape) it will.
NotePad can’t do it, sorry. All of the other products can do it, though.

I get good results by specifying the tempo before and after the rit. You can hide them in the score.
