I don't know exactly how Songwriter works, but in Finale it's- Staff Tool > Select Measures to show the 1 bar repeat > Staff Menu > Apply Staff Style, select 1 bar repeat from list

Try Utilities Menu > Update Layout. To avoid this, make sure Preferences > Edit has Automatic Update Layout checked on. Still, occasionally it's necessary to manually update.

It's likely that these TIFF files were saved using the so-called "LZW Compression". Finale can't deal with such a file. If you use a Macintosh, open the TIFF in Preview and resave as a TIFF file....
