There is staff style for that : Hide Staff Cutaway (Apply a staff style via the Staff menu).
In Finale 25, the time to apply Human Playback before playback has been reduced significantly. It is now almost instantaneous.

Normally (I have tested it), layer 2 disappears from staff 1 and is moved to Layer 1 of Staff 2.
