I normally check "yes" when Finale asks me for feedback on their program's performance (and I am pretty careful about what data I allow some providers to collect).

I notice that as soon as I enter a note in a part (say the Oboe), the initial tempo mark appears in all the parts.
It would help us to know your version of Finale and your computer operating system and version. A screenshot of what you see when the problem appears would also be helpful.

Have you tried sending the Finale file (or the affected portion thereof) to MakeMusic Support via the "Submit a request" link above (assuming they will still accept a Finale 2014 file)?
Are you using VST or MIDI sounds? What is you Human Playback (HP) setting? How was the score entered (typed in step input w/ simple or speedy entry, played in via Hyperscribe, XML import, MIDI impo...

Have you tried selecting that measure stack (or all measures) and using Clear Selected Items to clear any hidden MIDI data?
