Check your Edit > Filter settings. Make sure the Chord Symbol box is checked.
Where is your first ending? Best to show us an image /edited-screenshot of the repeat system with measure numbers. A shot of the screen where you set the "GoTo" would be helpful too.
Have you tried copying (Select All) from the xml document you opened (in Finale) and then posting it into a similarly configured new empty document set up from the Jazz Document Style?
I wouldn't put spaces between the elements. I had no problem getting the chord symbol to stick and (when I checked Chords > Show Fretboards) no problem having it generate a fretboard.
