Have you made a selection? The catch is that to put a marquee around a selection you must double-click and drag instead of the usual click-and-drag used in Finale.
Is it possible you are clicking too close to the notes in the one-line staff. See if clicking lower (below what would be the bottom line of a five-line staff) will allow you to add the smartshape.
Use the Staff Style "Stemless Notes" on the measures you wish to have noteheads only.
