Is your audio sample rate set to 44100. Sometimes other programs set it to 48000, which messes up tempo settings on export. You can check it in the MIDI/Audio > Device Setup > Audio.

Have you given the (end of) the ritard a target tempo expression, either shown or hidden?

Having rulers in Page view seems logical, as does not having them in Scroll view, which is designed solely for input, not layout.
