You don't say what version Finale you have or which operating system, but in my Finale 27 on Windows 10 I have this, which might be close to the sound you are looking for:

Can't be done. mp3 is a sound file and has nothing to do with any notation programs.

Just drag-select the measures where you want to change the barlines (or select any whole staff by clicking to the left of it) > right-click > Barlines > choose what you want

Are yo sure that you have selected Layer 2 in the JW Change screen on the bottom at "Layers"? (and that the notes in question are really in Layer 2?)
