Can you roll back a Finale update? I don't think so. Did a system restore to a point before the update installation, which worked, more or less (all of a sudden I had no plug-ins .... beats me)

That just applies Note Spacing (which is of course what you'd normally want), but if you really want to have a particular larger width of a measure you'll need to adjust it in Measure Attributes.
