Ventura 13.0.1 2GHz Quad-core intel i5 16GB Ram Finale 27 has worked flawlessly since I downloaded it. I am wondering if it is the new Mac OS upgrade.

Yes, I have restarted. I even uninstalled Finale 27 restarted the computer, and reinstalled Finale. My OS is Ventura 13.0.1
