This is confirmed with several of the composers and orchestrators I know and work with in LA. It is a bug. MMusic agrees it is not supposed to work this way at all.

No, that is NOT the way it has always been, sorry. I've been on Finale since 1996 and trying it again in ALL previous versions, including F25, it does not and should not work that way. Nice try.
