F27.3 music spacing is odd

Here's an old work I'm notating 40 years or so after I wrote it on paper. Problem is, even with automatic music spacing, manually updating layout, invoking cmd-4 for note spacing, trying JW Spacing etc, Finale seems to not be moving subsequent measures (even if empty) to the next system. I've never seen this before. I don't have anything locked and automatic spacing, updating etc is checked in Settings as they always are. Any suggestions? Thanks.

With these settings in Preferences (Reflow Measures / Only within Systems) you can again push/pull measures to the next/previous page, etc.

Doesn't make much sense to me in terms of logic, but it works (for me anyway). Try it.

Here's what helps in the short term at least: the JW Fit Music plugin. Works like a charm. The only thing is that it's more work of course.

The reliance on plug-ins to accomplish what should be intuitive is an annoyance for most of us, I suppose. At least the plug-ins exist.
