Beyond making whole rests "real", and using the note mover to align whole rests with the beat in multiple part scores:

Is there a way to align all whole rests in a score to the beat, all at once, and having them stay there, without adjusting every individual whole rest?

You could enter, say, a half note, change the notehead to a whole rest and hide the stem. In 4/4 time, the whole rest would then appear on beat 1, or 3, or 1 and 3. You could copy and paste it to other locations.

Just curious - why do you want to do this?

You could also try the free plug-in JW Change (www.finaletips.nu) which can offset real rests.  It's not yet available for 25, but you can open the file in 2014... (if you have it)  and still  continue in 25 later...

Bruce,

The reason to have whole rests line up is because the publication has no bar lines, except for first and second endings and at the start of systems. I actually did it all manually, which seems like less work anyway.

Frank,

Would that offset all the rests according to their place on the beat?

I never acquired 14, went from 12 to 25. There was a period of time when 12 was totally unusable and I put off lots of work.
