You can log into your MakeMusic account and download the installer for v25 (after purchasing it, which you have) when you need to. Downloading is not limited, the limit is based on how many times you authorize the product (you can have up to two computers authorized at a time) which you will be prompted to do when launching Finale until you have authorized.

If the problem was during the upgrade process, try a different browser (not Chrome).

Sometimes, antivirus software can also get in the way—all such apps have a way that you can disable when downloading and installing from a trusted source.

If you are able to log in and see your v.25 license and download, the browser shouldn't matter but antivirus software might.
