courtesy key signature change

I have been unable to locate the option to be able show current key signature along with the new key signature - a "double" key signature at key changes

yes, that is the idea

however I have also seen music with the two tie signatures being together (without a double bar)

You have many options in Finale including Courtesy Key Signatures. The User Guide is your friend—I'd start here:

The “double bar” is a barline.

If you have seen two key signatures “without a double bar”, then the key signature change must have been a mid-measure key signature change.
