I am referring to how the harp part appears on the score and the individual parts. I have a long harp part imported as an xml file. Finale has divided the notes oddly and irregularly between the two clefs. I want to force the notes to be divided in a different and consistent way,

You can use the Plug-ins > Scoring and Arranging > Split Point plug-in to choose a note (like C4) to use to divide the notes between staves of a grand staff, but (although that might be a starting point) I'm not sure that's how harpists split their notes between staves.

By the way, there is also Plug-ins > TG Tools > Smart Split Point which appears to offer even more detailed control of other elements in a harp or piano part and how they are handled...for what it's worth.
