I am OS10.12 using Finale 25.1.0.232. 

For purposes of cutting (with actual scissors) an edit of two measures that will approximate the space used in the doc that will go to, I need to create a line in which only those two measures can  be manipulated without taking up the space of the complete line, ???

In that case I would create a system of only those two measures, and adjust that system’s Left/Right margins to get a system width that matches “the space used in the doc that will go to”.
