Hello
MusicXML file exported from the latest version (25.4) doesn't open in any app.
Opening the file with a text editor gives an error

Finale v25.4 now exports uncompressed MusicXML files with a .musicxml extension by default. That can confuse some other applications until they add support for MusicXML 3.1's new extension. But you can change the extension back to .xml in the save dialog. Change the Format (Mac) or Save as type (Windows) from MusicXML File to XML File at the bottom of the save dialog before you export the file.
If you do that and still see this problem, could you please contact tech support and send them your original Finale file? We tested MusicXML in v25.4 with lots and lots of files, but it is could be that your file is causing an issue that we did not catch in our testing.

I found that changing from MusicXML to XML in the Format box was all that was necessary on my Mac. Doing that changed the file type at the top, also.
I did this to a large test file I created to test MusicXML import/export (using the .xml extension). It uses transposing clefs and other goodies. Opening this test file in Overture 5, MuseScore 2.1 and Notion 6 caused the clefs and octaves to import correctly — first time that's ever happened. Notion did the best job placing the lyrics and avoiding note collisions—also got the instrumentation and tempo right. Overture and MuseScore were less successful but still better than the same export from 25.3 and earlier versions.
Well done, Michael and crew!
