I am using a MacBook Pro running Sierra 10. I am running Finale 2014.5.

 

I was sent an XML file which I opened and saved as a Finale file. The file had a lock on the upper right hand corner of each page. I selected to "UNLOCK SYSTEM" and the locks went away but I cannot make any edits to the Finale file.
