How do I change the distance between staff lines? Can I change the distance between the lines on just one staff or will all the staves change? Can I change the distance between the lines on a staff in only one system or will all sytems be affected? Can I make the staff line distances uneven?
And, if I can do some or all of these, how do I do it?

One thing that comes to mind:
Instead of altering the distance between the staff-lines, consider resizing (use the Resize Tool).
There are several variations on resizing - all of them will affect the staff-line distance:
1) You can resize everything on the entire page.
2) You can resize everything in a system.
3) You can resize everything in a staff.
Making {un-even staff-line distances} is a different kind of beast.
Generally, staff-lines in Finale are equidistant.
However, you can hide individual staff-lines, and thus create an “illusion” of un-even staff-line distances.
