I would like to reorder the staves of ONE system only. I thought I knew how to do that, but I can't remember.
Any help would be appreciated. Thanks!

There's no way that I can find. The only workaround I can think of is to insert a blank staff. Copy, paste, and hide empty staves as needed.

Re-ordering staves of one system only is not possible in the later Finale versions - including Finale 2014.5 and v25.

 

I could be wrong here, but I think that Finale 2010 was the latest version that could re-order staves of one system only.

 

But the workaround Mike Rosen suggests, will “get the job done”.
