I currently the latest version of Finale running on Mac. As you know when given an accidental such as Bb it carries over the bar like always. I am having a difficulty in that the Bb I have put in my measure is not sounding the Bb but rather a Bn instead...This is very cumbersome when listening too and when I go to see if I can put a flat in the wrong note it adds thus giving me to Bb's with the flat sign as opposed to one. Please help!

This is a true statement when you read music, but it is not true when entering music in Finale. Simply adding a tie to a note does not add an accidental to it. If you're tying notes together, whether within a bar or over a barline. You need to make both pitches Bb in order for them to sound as tied Bb's.
Alex, how are you entering the note that turns out wrong?
Using simple entry within a measure should maintain the accidental, and using a MIDI keyboard would enter what you played or the enharmonic equivalent.
As Jeffrey says, putting a tie on a note at the end of the measure does not affect the note in a subsequent measure.
Your workflow matters. Are you entering the tie before or after you enter the second note?
As Adrian says, if you are entering the notes from a QWERTY keyboard, Finale will honor the accidental on recurring notes within a measure. No need to re-enter the accidental. However, if you cross a barline, you need to enter it, whether you have set the tie in place or not.
