For instance, if I want to get to a plug in or make multimeasure rests, or whatever, I can't seem to find a way to get hotkeys to get into menu items, especially nested ones.

In the Mac OS control panel Keyboard there is a chiclet for keyboard shortcuts.

You can use that to program keyboard shortcuts in your programs, e. g. in Finale.

 

NB: It is important that you spell the menu item correctly.

 

An example:

To program a keyboard shortcut for

Document menu > Page Format > Parts…

you must spell ‘Parts…’ with an uppercase P.

To enter the character with the triple dots, type ⌥X

The Mac OS control panel keyboard shortcuts may not work for all menu items in Finale.

If it e. g. does not work for opening a plug-in, try another utility, like Keyboard Maestro

I specifically want to be able to access Plug in menus wiht a hotkey, but I am unsure if Keyboard Maestro has 'in app' functionality or just Mac OS system functionality. So you are saying, I can make a macro/keystroke that will execute a Plug In menu item?

Try, and see whether it works.

 

By The Way:

There are already keyboard shortcuts for the Cross Staff plug-in (⌥⇣ and ⌥).

Also, there is a keyboard shortcut to the FinaleScript Palette (⌃⌥⌘R).

Keyboard Maestro has full access to everything in Finale's menus. It is incredibly powerful.
