I am trying to create multi measure rests in extracted parts manually.  On the same extracted part, some sections they can be created while in other sections they cannot.  Why would this happen on the same part?  Driving me nuts.  Any help is appreciated!

Welcome to the forum!

Several possible culprits can prevent the creation of a Multimeasure Rest.

1) Measure Tool. Double-click a measure.

In the Measure Attributes there is an option for Break a Multimeasure Rest.

2) An expression can do the same thing.

In the Expression Designer, click the chiclet Positioning, and you will find the option Break Multimeasure Rests.

3) A third possible culprit can be found in the Staff Tool.

Four types of Alternate Notation will prevent a multimeasure rest:

Slash Notation

Blank Notation

One-Bar Repeat(s)

Two-Bar Repeat(s)

Hi Peter.  Thanks for the reply.  Still, I tried all of that and nothing works.  I'd be glad to send you the file if you can tell me how to attach it.  Thanks again.  Gregg

Make sure the area you want under the multi-measure rests do not contain explicit rests but rather the automatically displayed rests Finale puts in empty measures.

… Hi Peter. Thanks for the reply. Still, I tried all of that and nothing works …

A follow-up on J Adrian Verkouteren’s advice:

Plug-ins menu > Note, Beam, and Rest Editing > Change to Default Whole Rests

This may be exactly what you need, to create Multimeasure Rests.

When the measures have Default Whole Rests, the measures are truly empty.

There is also a plug-in for the opposite:

Plug-ins menu > Note, Beam, and Rest Editing > Change to Real Whole Rests
