I have a measure using layer 1 & 2 notes. I can't get the beam for notes in layer 2 to lower to cover the beam of the notes in layer 1. I Went to Special Tools, Stem Length Tool and the Beam Stem Adjust tool. Handles appeared but I got no response. All of this is what I got from the help line.

Can you post a picture? There may be a better way to do what you are describing.

I would enter all the notes in Layer 1, putting two noteheads on the same stem.

 

… Special Tools, Stem Length Tool and the Beam Stem Adjust tool …

 

I would use the Beam Angle Tool instead.
