After using Finale for 15 years, I can still make no sense of the 'logic' of the time signature tool.

I have been trying to make a 7/8 time signature for about 40 min. The tool will not allow me to make a 7 for the upper number.

Any WHY WHY WHY does the whole time signature change completly, when you change just one of the numbers?

Another option is to use the Selection Tool.

 

Select the measure(s) you wish to change - right click and hold - mouse down to "Time Signature" - mouse right to see choices - mouse down to select either version of ⅞ time you need.

It is about keeping the math correct.  All about fractions. The bottom number shows you how many equal parts the top number is divided into.
