I am adding pedal markings using custom line number 11 (the more modern down line, across line, triangle, rather than the old fashioned PED and * icons).  https://usermanuals.finalemusic.com/Finale2014Win/Content/Finale/Pedal_markings.htm    But I want each pedal to last for 2 beats in a 4-beat measure.  Thing is, the lines quantize to a full 2 beats, so, if I try to add a new pedal on beat 3, the two separate pedals combine into one.   Can a person eliminate the quantize feature, so that the triangle pedal up mark is placed just before beat 3, leaving room for a new pedal line?

Are you running Finale 2014 or a newer version?

I'll guess that it's really 27.4 which is good. You quoted an 11 year old manual – there have been changes since then, You can access the correct User Manual from within Finale—it's not quite the same as the version found online which is this one:

Looks like the answer is to switch over to "SCROLL VIEW" and enlarge the screen using <ctrl> +.  That way, you can increase the distance between beats 2 + 3 and squeeze a new pedal in on beat 3.  The problem then becomes aligning all the pedals vertically, since there does not appear to be a setting for vertical position.  See the attached screen shot for details.
