I'm a little unclear what you want. Blank manuscript paper? There are sites online where you can download a PDF. One of them is here: http://people.virginia.edu/~pdr4h/musicpaper/ 

If you want it divided in measures, you could start with a default document, and set the key, clef, and time signatures not to show, along with any other elements you want or don't want.

You could also look in the Education templates, at the 2-bar and 4-bar exercise templates.
