Windows 10, Finale 2012
On page one of parts, I want Instrument (top left) and Title (top center). Two separate text boxes.
On pages 2-0, I want Instrument and Title top, centered. One text box.
I'm getting same text on page 1 as on pages 2-0, even though I've set each up as described above via "Edit Frame Attributes".
Is this done with the Text tool drop down menu, by selecting "Custom box" rather than "Standard"?

In that case you must be doing something wrong.
From your description it sounds like you should define three text blocks:
Two text blocks displaying only on Page 1, and one text block displaying only on Pages 2-0.

No.
The menu items “Standard Frame” and “Custom Frame” are all about the text block’s look, not about its Frame Attributes.
