I have windows 7 with 2009 finale. I can't import scanned files at all. I get the above message when I try to import tiff files.

I don't think so. Except for updaters, Finale 2012 was the first version available for download.
The sslite.dll library is part of SmartScore Lite. These libraries are rarely missing but it can happen. More likely, a path has been corrupted or broken, especially if you moved any part of Finale 2009 out of its default location. The easiest way to correct this is to find your Finale 2009 CD and reinstall.
I reinstalled it 3 times before I sent the post, no different. I have also installed the program on a laptop i7 with a win 7 pro, same error.
Then I installed the program on my desktop gaming computer with windows 10, same error.
This error is on many youtube videos but their fixes don't work.
My father bough this and he has no clue about computers, now they won't even talk to you unless you pay another 150 for an update.
If someone has the missing files, please help. I'm not gonna let him spend more money on this garbage and then get ignored by the "support". And your question marked as "solved" even though they completely ignored you. Con job.
Also if someone knows a decent program capable of uploading scanned paper music, let me know. I use Ableton for music making, which is a serious product.
Finale 2009 was released the fall of 2008. I don’t know how you installed it nor where. It’s quite possible that the 10 year old installer doesn’t know how to deal with Win 10.
Without comparing your system to one that’s working, it will be difficult for anyone to know where/what the problem is.
I used to do Windows support. Tracing path problems is no fun. If the installer completed without error, the SmartScore Lite components are on your system.
When and where did your father buy the app? Do you have the original CD? Has it ever worked in the past?
Just as an FYI, missing SmartScore Lite is not the end of the world. IMO, it never works nearly as well as the demos imply. Those of us who are serious about scanning music use the full version of SmartScore, available at musitek.com. And yes, that costs more money, and has a learning curve, as well.

Yes we do have the original CD and product number. I also downloaded and installed the 2016 version trial on my I7 m4500 Dell precision laptop.
It has a win 7 64 professional, same error. Dad's runs on win 7 64 home edition, I made sure it was updated after the initial problem discovery.
I can try downloading and installing 2016 trial on my desktop which has windows 10, if the error comes up, how can you shell out more mullah for something that doesn't work.

Somewhere on the net I read how finale support has these 3 missing files for windows, which they sent to him years ago, they blame windows. But does the human support still exist?
I got the midi input working for him last week with some cheap little midi to usb converter, so it' not just a mouse input program for him.
You spent money recently to purchase Finale 2009? Or was that 10 years ago?
In any case, SmartScore X2 Pro is above and away far superior to SS Lite. You can import the results through MusicXML using the free Dolet 7 plugin that supports Finale 2009. Dolet is not needed for Finale 25 or 26.
