Hey there folks -

I'm running win v. 25, and working on a rather large percussion score (7 players/650 mm.) Putting in the mid score changes, finale stopped accepting the changes at around the 170th one. I highlight the measure, pull 'change instrument' from the utilities tab; modal selection appears, choose the 'instrument' to switch to, hit OK, and NOTHING. Doesn't show up in score manager, nothing to undo in the edit tab. I'm into my 3rd bank, but the change in question isn't adding a new instrument, just switching back to a channel/map that is already loaded. Have I reached a program limit, accidentally changed  a staff or measure attribute? Any other ideas?

There is a limit. I don’t know if it’s based on entries, total measures, or what, but there is one. You may have reached it. I would suggest that you send this on to tech support. Use the Submit a Request tab at the top of the page

You might try having multiple percussion staves: when you reach capacity on one, add future instruments to the second (or third). Use hide empty staves to hide the used or anticipated staves to preserve the look of one staff in the score (and parts).

True enough, but dealing with the layout issues that come with hiding and (particularly) superimposing staffs is one of my pet peeves, and i'd like to avoid it if I can.
