Your description of the problem is a bit vague.

To give you the best possible help we need more info:

1) What you experience, is not normal behaviour.

Let us begin with the basic questions:

What are you trying to achieve?

How are you trying to do it? (tell us which menus and dialog boxes you go through)

What happens when you do that?

What doesn't happen that you expect to happen?

2) You tell that “The selection only offers you single staff or "all staves" which is all groups”.

Where do you get that “selection”? Is it in a menu? - a context menu? - a dialog box?

I'm assuming that you're are the Del Segno with the repeat tool.

Using the repeat tool, add the symbol to the measure. After the symbol is added, double click on the handle of this symbol. The text repeat assignment box comes up. In the lower left hand corner. You can choose "all staves, top staff only or staff list." In my screen shot I chose staff list and then selected to be placed on the top staff in the score and top staff in each part. This can be changed to whatever you want.

These symbols can also be added using the text expression tool and using a category which also uses staff lists.

So I have selected "All Staves" in the Text Repeat Assignment Dialogue Box, and the Segno has appeared on the top staff of the "Woodwind" group. (The piccolo.) But not on any of the other instruments. I hope this is clearer? When I go to manage the parts there is no segno, coda, &c.

Oh, I have also tried using the staff list, and selecting each one individually, with the same result. The only other thing I was going to try was exporting the document, and re-importing it, since it was made a few years ago on an older version of Finale.

One question:

Staff Tool.

Double-click a staff, to get to the Staff Attributes.

Examine the Staff Attributes for each and every staff.

In the pane Items to Display, is the option “Endings and text Repeats” selected or de-selected?

The lower staff of a Grand Staff (= the Bass Clef staff) comes to mind.

Would you ever need to display Endings and Text Repeats on the lower staff?
