I am not sure how detailed instructions you need.

You can create the layout via a “cheat”:

No “real” Staff Group Name, but instead a shape expression.

In the Shape Designer, the rotated text was created as an Arrowhead on a vertical line with zero Line Thickness.

To “mask” the staff group bracket behind the text, a rectangle was added in the Shape Designer.

This rectangle got zero Line Thickness, and it was filled with White - and sent to Back so that the text CLARINETS could be seen “in front of” the rectangle.
