I thought there used to be a way in previous versions of Finale to import a PDF of sheet music, choose "recognition," and then the scanned sheet music would come into Finale so you could edit it.
Is there no way to do that with the new version now? What's the best way to import sheet music already notated to edit it in Finale?

You will need to scan the music in an older version of Finale that still had the capability, or in a separate music-scanning program (like SmartScore or an alternative), and export it as XML for import into the current version of Finale.
(Yes, people have bemoaned the loss of this capability within Finale, but bringing it back as a part of the program is highly unlikely; so no use whining: we just have to find another way.)

Yep. There is no free solution that just works. Expect to pay $99–$249 for what’s out there. None are great, IMO, but most can save time which is the name of this game. There are some new players since I last looked. Best to evaluate first.
I’m using SmartScore X2 Pro which it still 32 bit – $199 for Finale users through the MakeMusic store. If buying now, I’d ask on their FB page if you would be eligible for the 64 bit version if you bought now.
I’m holding out for that next version of SmartScore Pro, hopefully within my lifetime. I’ll be keeping my main iMac on Mojave ill that and a few other apps are upgraded to 64 bit.
I would strongly suggest you skip the $99 PDF2XML offering (and other, similar apps.) They are essentially a "black box" that give you no opportunity to edit and correct the scan recognition. And like Mike H, I am staying away from Catalina for now. I had to backgrade from Mojave to High Sierra, to continue using SmartScore.
