The time signature is 4/4.

In the measure there is a whole note, and a whole rest. Each of them fill the full duration of a 4/4 measure, right?

I suppose that the note and the rest are in two different layers, right?

So that one instrument plays the whole note during the entire measure, and another instrument has a whole rest during the entire measure, right?

What, exactly, is the problem you are experiencing, and are trying to solve?
