If I understand you correctly, the notes are not only above the staff, but also resized to a smaller size, right?

I would add an extra staff above.

You can hide the extra staff where you do not need it.

1) To resize the notes to a smaller size, resize the extra staff to a smaller size.

(Use the Resize Tool, and context-click the extra staff)

2) To get rid of the barlines in the extra staff, move its barlines vertically down into the staff below.

This is done in the dialog box Staff Setup.

3) Customize the extra staff so that it does not display items you do not need (such as Clefs, Key Signatures, Staff Lines, Time Signatures, &c.)

This is done in the dialog box Staff Attributes.
