You can hide the time signature(s), but there is no such thing as a Finale document without time signature(s).

While I understand the idea of dictation, it is not clear to me whether you need empty space “where the time signature should have been” - so that the students can write a time signature in the empty space ?

/I don't need the space. I just wanted to be able to a varying number of whole notes on each system without being forced into a time format and have it look clean without extra information. Is it possible in Finale to change the time signature for each set of notes and hide the time signatures?

Yes. You could enter and hide a time signature in every measure, if you wanted to. You could also use the plugin JW Meter and Rhythm, which does it automatically, although you would still have to process each measure separately.
