Hoe do I create a tie that doesn't attach to a following note? I'm writing a series of one bar drum examples and I don't want the tie to appear at the start of the next example.

Have you considered using the Articulation Tool to add a “Let Ring” tie symbol?
In the Engraver font you can find the “Let Ring” tie symbols at lowercase i and Uppercase I (type Shift-i).
And you could try the Engraver font’s “Let Ring” noteheads, also added as articulations.
