I'm experiencing strange behavior with measure numbers in Finale 26.3 / Mac OS 11.2.1:

There is one spot near the end of a piece at which the parts all number one (7/4) measure as two, yet when I go into the measure in simple entry it sees it as a single measure:

In the part, measure 213 (with 6.5 beats of rest followed by an ♪ pickup into 214) does not appear.

UPDATE: The problem occurs only in parts I had previously edited (created multi-measure rests, fit music in systems, etc.).

Of course, I'm up against a deadline. Does anyone know of a relatively quick fix?

Have you tried unlocking that staff and the next one?

 

On a copy of your file (for safety's sake) have you tried removing and resetting multi-measure rests either in the linked part or the score as a whole?

I had stepped back from my quasi-panic for a stretch and a second cup of coffee, and was beginning to wonder the same thing. "When in doubt, clear it out," I guess.

In your attached graphic the measure number range 212-213 is displayed under the measure.

That {measure number range displayed under the measure} is a strong indication of a multimeasure rest.

 

Also, you can take a good look in Scroll View.

Multimeasure rests are “Page View only” - in Scroll View you only see the individual measures.
