I have a piece of music that is 4/4 timing, where the measures are four 8th note triplets (12 notes per measure). The unique thing here is every fourth note has the duration of a quarter note - the first, fifth, and 9th notes are played as a quarter note duration. Thus, if I only had the quarter notes to play, the timing would be 3/4. 
I am evaluating V27 of FINALE (upgrade from 2014 version of FINALE). I cannot seem to get this done with the tools offered by FINALE.
What have I tried doing? Here it is: the 8th note triplets are written with a first layer. Then, using a different layer, I repeat the same triplets, then modify as follows: make all the notes rests except for notes 1, 5 and 9, then change the note shape to look like a quarter note using the note shape tool. When I make the change to look like a quarter note and try to copy it to another measure, FINALE seems to be interpreting the notes as quarter notes, not 8th notes that were made to look like quarter notes.
I would prefer being able to do this without having to change the note shape to look like another note. Can I modify the second layer to be 3/4 timing, while first layer is 4/4 timing? FINALE says I can make a note look like any other note. My experience is different. The software is actually changing the note from a 8th note to a quarter note. What am I doing wrong?!
How can I write this pattern of music in FINALE?!
