In the attached example:

Selection Tool.

Select the relevant measures in the bottom staff.

Edit menu > Move/Copy Layers…

Move the contents of Layer 1 into Layer 2.

Switch to Layer 2.

Document menu > Show Active Layer Only (select)

(This also means Edit Active Layer Only)

Copy the Layer 2 notes into the top staff. The notes in Layer 1 will not be deleted.

Clear the selected measures in the bottom staff.

Document menu > Show Active Layer Only (de-select)

Thanks, it works but it's a bit complicated.  I was reading something in the manual that seemed to indicate if I used the NoteMover tool with "Copy And Merge" selected I could simply cut the notes from the bass clef and then paste them into the treble clef and it would automatically change the layer and merge.  This worked except it deleted the notes in the treble clef when it indicated that they would be merged.  Am I misunderstanding something here? 

You can combine staves using the implode music function found in the Utilities menu. You can also use the JW plugin - Staff Polyphony to move the notes in the bass clef to the treble clef. (I prefer the JW plugin over the implode function)

I see you had some problems with the Note Mover method. Make sure you choose "copy and Merge" to prevent deleting any notes by accident.

Note Mover Tool can not move notes to another Layer.

The word “Merge” in “Copy and Merge” means “Merge into the same Layer” (like if everything was played by only one hand).
