I need to have multiple independently editable staves on the same page. I want to adjust the key signature, time signature, etc., without it affecting the others at all. The measure numbers starting over would be great, too. Is there a native way to do this without a workaround? If a workaround is necessary, that's fine, of course, just not preferable.

Key signatures and time signatures can be independent elements from one staff to the next. I'm not sure what you're asking for in measure numbers, but you can adjust measure number regions any way you like. These aren't workarounds, they're just different options that Finale lets you work with if you need them.

1) You need to understand “Finale-speak”.
A staff is not the same as a system.
A staff goes through all the measures of the entire document.
A system is one line of measures in the page layout.
In my attached graphic there are 3 systems (not 3 staves; all the measures are in the same staff).
The first system (6 sharps, 4/4) contains the first 4 measures in the document. The system is locked.
The second system (3 flats, 3/4) contains the following 5 measures in the document. The system is locked.
The third system (1 flat, 2/4) contains the following 7 measures in the document. The system is locked.
To lock a system:
Selection Tool.
Click inside the system.
Hit the letter L key.
To move a (selected) measure up into the previous system, hit the UpArrow key.
2) The document is a 1-staff document.
This means that you in Scroll View will see only one staff.
All the measures you see in my attached graphic, belong to the same staff.
3) The measure numbering is done by using multiple measure number regions:
Document menu > Edit Measure Number Regions…
4) The last measure in each system has special Measure Attributes.
