I am not sure how detailed instructions you need.

Are you using Finale v27?

The new Finale v27 SMuFL fonts (e. g. the font Finale Maestro) contain the {Short Fermata} symbols which you can use in the Articulation Tool - as a {font character} articulation.

If you are using an older Finale version, you can try getting an older font containing the {Short Fermata}, e. g. the Toccata font.

If you have a SMuFL font, you can use that.

Also, you can create the {Short Fermata} as a {shape} articulation, using the Shape Designer.
