Select the measures, and Update Layout. Also, make sure there aren’t any page breaks that are preventing measures flowing.

I tried that. No change. I even made sure to clear page breaks. 

I can use the scroll view, but not the page view. Too cramped

I can see you have system locks, have you tried removing them?

Definitely remove the system lock on the top system.

Don't confuse "page breaks" with "system locks". Remove both of them. Two different items.

Just a note: the people who keep Automatic Music Spacing selected are usually the ones who complain that every time they add a note, a bunch of other things shift, particularly if they use page view for note entry.

I use page view for note entry all the time; but I do it aware of what  automatic spacing can do to it, and I do not try formatting pages until after all notes are in. Then I work through from front to back setting note spacing and page turns and locking systems down.

This is a personal choice of whichever you feel more comfortable with. I usually, 90% of the time, use scroll view. I feel it keeps more of the score on screen than page view does. Afterwards, I check articulations and expressions, page size, margins, etc., and run Perfect Layout. Done and it looks great.

I should say that when I use Page View to enter notes, it is because I am using few enough instruments that page view lets me see multiple systems on my screen. If I were working on a large enough score that only one system appeared per page, I might well use Scroll View instead.

So, as Ernest says, it is ultimately a personal choice; and as he implies, it depends on the circumstances. Use what helps you be most efficient. And best wishes.
