Michael Williams, Your problem looks like a display issue on the computer screen. I suspect that the Page View style matters. Try e. g. the Page View style “Looseleaf Style: Current Page Only”

Yes, Mike means the System Preferences. To add a keyboard shortcut for a Finale menu item, go to the Application Shortcuts, and click the + button.
